Summary: Attuned Was should allow you to spam your lightning spells including blinding flash. Use Lightning Hammer and Lightning Orb whenever recharged, spam lightning javelin in the meantime.
Notes & Concerns:
You You could try putting points into Restoration ( 9 + 1) and reducing Spawning to 13 (9 + 1 + 3) and bringing along a self heal like Soothing memories or Weapon of warding or Mend body and soul.

I've tried the build you suggest. Bad for several reasons.
1. You have to get close to your enemies to first use Draw spirit and then Rupture soul. Not a good idea for a caster.
2. Destruction won't do much dmg unless it's been sitting around for 20 secs or more.
3. If your targets are on the move, good luck drawing spirits to them and then using rupture soul.
4. You can't blind your target upon first encountering them. You have to set up Destruction, etc.
5. Destruction has a recharge of 20 secs, so you're opponents will not be blinded for quite some time before it recharges and you go through the whole process of casting it, running into a mob, drawing the spirit into the mob, and then using Rupture soul.
6. Your healers will think you're crazy.
With blinding flash, you can keep 2 targets blinded pretty much permanently. Also, while this build has no AoE dmg, it does pretty good dmg and has no energy problems whatsoever.
I've played the Attuned Channeling build (with channeled strike, ancestor's rage or essence strike) and I always run out of energy.
The Air Attunement plus Attuned Was Songkai means you never stop casting. I have had to stop casting while playing an Attuned Channeler due to low energy. 'Nuff said.

hmm.. would air attunement work for the base energy of the cast, or what its reduced to? if it's the first, then energy will not be a problem. but, on the other hand, you'de still be using little energy.
besides that, good build, its nice to see something for a ritualist than spirit spam or dual vengefuls. (which i must say dual vengefuls is FUNNN)
